There is no more denying it. We are changing every day. Each of us, and collectively as a race. Evolution is no longer only occurring over “long periods of time” and "at random." It is momentary, immediate, and guided. And even could be speeding up.
Over ten years ago, Dr. Bruce Lipton and colleagues successfully demonstrated the non-linear (quantum) nature of information flow, at the cellular level. Proof was found to support the concept that human cell behavior is influenced by the environment, and not the genes as previously believed. Human stem cells differentiated into whatever cell types they were exposed to (cardiac, bone, muscle). A new brain (perception center) of the cell was identified in the cell membrane. An accessible form of literature (The Biology of Belief) was written to explain simply, that communication is going on down into the smallest bits of matter we can perceive. Now we can imagine a fractal (holographic) universe in which the macroscopic is more like the microscopic. The communication is key in both cellular health, as well as human health. Nurture is trumping nature (genetics) the further the quantum model is explored. The concept of genetic determinism is crumbling in the quantum age. Now consciousness rules. Thoughts and beliefs are paramount.
The implications of such research are astounding. They can only lead to a more self-aware human being that is personally responsible to the utmost for their own health and longevity. It also spells freedom for legions of people who are fed up with a “sick-care system” that favors the corporate establishment, and creates vast amounts of financial, physical, and psychological debt.
In an ever-increasingly complex environment of change, it may be wise to rest on some old-fashioned self-reliance. The kind Ben Franklin spoke of and savvy politicians like Ron Paul would like for you to explore. Taking ownership and responsibility in tough times can foster real, tangible growth. Even evolution itself. Today we are being pressed by our ecology to rise above negative rhetoric and explore the possibilities within a quantum universe. The limitations of the past are peeling away. And we are not required to project the responsibility for positive change outward. We can embrace it.
Universal health care is in full effect, and governed not by the government, but the mind. Don't let the stress of the health-care debate suppress your immunity, and make you ill. Find solace in your innate ability to heal. Peace, forgiveness and gratitude are actual modalities for healing; and as far as I know, much cheaper than your average insurance premium.

Biocultural evolution

In one aspect you are describing what has long been known as biocultural evolution (http://en.wikipedia.org/wiki/Biocultural_evolution). But now as you note, due to the increasing complexity that humans have been effecting on the world around us the evolution of informational-matter structure is increasing exponentially. And we should not forget that the old narrow minded concept of evolution being a competitive process between genes was long ago reconceptualised as a competitive-cooperative synthesis of complexity - the more that humans, non-human beings, and the less animate aspects of nature interact in Flow, the more acceleration will be imparted to the evolution of the quantum-informational field. We are the change!
